According to the requirements of the Announcement No. 44 of 2019 of the State Administration for Market Regulation (SAMR), the optimization and adjustment of the compulsory product certification model for automotive lamps and lanterns products, the implementation of compulsory product certification of motor vehicle lamps and lanterns by third-party certification method adjusted to self-declaration evaluation method, the announcement requires that before October 31, 2020, the companies still holding compulsory product certificates, should be implemented in accordance with the above self-declaration evaluation requirements to complete the conversion, and the timely cancellation of the corresponding compulsory product certification procedures. Therefore, our Group’s overseas lamps and lanterns factories (Europe, America, North Africa and South Asia) are faced with the difficulty of converting more than 500 CCC certificates to self-declaration certificates by October 31, 2020. In addition, according to the company’s requirements, each overseas lamps and lanterns factory needs to basically complete the conversion of self-declaration evaluation method by the end of July 2020, coupled with the severe form of COVID-19 pandemic raging around the world in 2020, most of the factory enterprises shut down and overseas factories do not understand the reform of the China’s compulsory product certification policy, it is really difficult to complete this work.

At this time, CCIC EUROPE-TESTING S.L., as our long-term partner, was anxious about the needs of our customers, and overcame the time difference with China and the impact of the halving of the company’s working hours in the first half of the year due to the COVID-19 pandemic, and tried every possible means to negotiate with qualified and competent companies in China for authorized representation; at the same time, its experienced and competent staff of the business department have been working non-stop with the heads of our overseas lamps and lanterns factories to coordinate the conversion of certificates and the signing of self-declaration certificates after the conversion of each certificate.

With the support of China Quality Certification Center (CQC), through the efforts of CCIC EUROPE-TESTING S.L. and our domestic authorized representative company, we finally completed the conversion of self-declaration evaluation method for all certificates before the time required by our company, which helped us to overcome the difficulties, at the same time, we have further mastered the latest reform policy of China’s compulsory product certification and are well prepared for future compulsory product certification of new products.
